Overview of Cabinet 2013
The 2013 cabinet convened March 4-6 in Glendale, Calif. Out of 114 invited participants, 106 attended the cabinet meeting (90 voting participants, 16 observers).
This cabinet meeting departed from the pattern of recent years in that the reports from major departments were not presented orally; brief highlights from the Foursquare Missions International (FMI) director and the CFO were presented. The reports from the president, general supervisor, FMI director and treasurer were provided for cabinet participants to review before the meetings; time was provided to discuss or ask questions regarding the various reports. The cabinet recommended that the reports be presented to the 2013 convention body in Lake Buena Vista, Fla.
Most of the discussion centered on reports from the presidential task force regarding property ownership and denominational funding. The task force recommends the local churches own their own properties and that contributions from local churches be sent to the districts.
In regard to property ownership, the cabinet recommended that the president and the board of directors move forward toward the investigation of the transfer of title of ownership and leases of local property to local churches. Regarding Foursquare's funding, the cabinet recommended that the presidential task force be expanded and continue to pursue the concept of tithing to the district in order to accelerate mission at the local level.
Another area of discussion was absentee voting for president. The cabinet recommended that the proposal be investigated further. It also recommended that the proposed bylaw change necessary to allow absentee balloting be submitted to the board of directors to be considered for presentation to the convention body at the 2013 convention in Lake Buena Vista, Fla.
