2011 Proposed Bylaw Amendments
Good governance is extremely important so that we don’t create obstacles but design support structures and systems that allow our mission to flow effectively and efficiently.
Good governance is rarely noticed; bad governance always is. Two bylaw amendment proposals were recommended for further study: absentee balloting and ministers’ conflict of interest in financial dealings. An update will be given at the business session in Columbus, and a probable bylaw vote will be on schedule for Connection 2012. The cabinet for the future is becoming a more deliberative, elder representation of our movement. A composite overview of the bylaw amendments and the governance recommendations as to the role of the cabinet are as follows:
1. Missions
Foursquare national leaders of other nations able to vote at U.S. Foursquare convention.
2. Board
Non-voting participants
- Must be ratified by the convention
- One-year terms
- Five-year maximum term limit
Directors
- Must be a member in good standing of a local Foursquare church
- May be removed for cause
Board Responsibilities
- Insurance and loan departments
- Foursquare Foundation
- Income properties near central office
- May utilize executive officers and/or subsidiary corporations for direct oversight
3. Officers
- Timing of procedure to ratify president is adjusted
- Blank, write-in, illegible, etc., ballots disregarded
- Board selects interim president
- Vice president may serve as temporarily “president pro tem”
4. Cabinet
- Role revised and expanded
- Procedure for nominating candidates for president clarified and codified, based on last year’s model
- Two-thirds approval of cabinet required to recommend sitting president for ratification
- Chaplains have representative
- Board appoints the cabinet moderator
5. Convention
- Foursquare national leaders of other nations to vote at U.S. Foursquare convention
- Hearing from delegates a required item of business
