Board of Directors
The Foursquare board of directors ranges in size from 12 to 25 directors and is composed of officers, selected directors, and appointed directors. The officers include the president, general supervisor, the director of missions, the corporate secretary, and the chief financial officer. A representative from each district is selected and the remainder are appointed directors. Most of the nonofficer directors are senior pastors. Currently, the board also has five nonvoting board appointed participants which are denoted by an "*": the president of Life Pacific College, the chief operating officer of ICFG, the chief operating officer of Foursquare Financial Solutions, the associate director of Foursquare Missions International, and the interim chief executive officer of Foursquare Foundation.
The board of directors meets face to face four or five times each year, and has a conference call each month. They are responsible for the management of the corporation and the missional effectiveness of the Foursquare movement. The board assigns committees to assist in the process of making informed decisions; there are currently has 13 committees. An executive committee of the board meets weekly to handle the delegated business matters that are within policy.
Co-pastor, Refuge West in Marietta, Ga.
Gretchen Abney has worked in ministry for more than 20 years, serving as a worship pastor, children’s pastor, youth pastor and co-pastor. She currently co-pastors Refuge West (Marietta Refuge Foursquare Church) in Marietta, Ga., with her husband, Trey. Committed to growing The Foursquare Church, Gretchen serves as a divisional superintendent and Coaching to Growth facilitator for the Southeast District. In the past, she served multiple terms as a Foursquare cabinet representative and as a participant in the Foursquare Women in Ministry Leadership mentoring program.
Because of her passion to “transform the spiritual and social landscape of her community through missional, Spirit-led discipleship,” Gretchen has been awarded 10 grants for her work with community outreach ministries, including serving at a prominent, inner-city Atlanta ministry. She also is committed to the “sponsorship, development and empowerment of catalytic leaders of every gender and generation.”
Gretchen taught elementary and middle school students for 13 years. She holds a bachelor’s degree in human growth and development, and she is currently earning a master’s in strategic leadership from Life Pacific College. She and Trey have three children.
Jim J. Adams*
President, Life Pacific College in San Dimas, Calif.
An ordained Foursquare minister for more than 35 years, Dr. Jim J. Adams is president of Life Pacific College in San Dimas, Calif. Jim holds a B.A. from Life Pacific College, an M.A. from Azusa Pacific University and a Doctorate of Education from the University of Southern California. He has served as vice president, chief operating officer and dean of students at Life Pacific College; superintendent and chief executive officer for Western Christian Schools; and professor and executive director of the Center for Global Learning and Engagement at Azusa Pacific University.
Jim has published numerous book chapters and professional articles on higher education, organizational leadership, women in ministry, teaching and learning. He has taught both undergraduate and graduate courses including Organizational Management and Decision Making, Cornerstones of Christian Leadership Across Cultures, Research and Assessment Tools for Leaders, Transformational Leadership and Vocation in a Changing World. He concurrently serves as an assisting minister at New Life Community (Pomona North Foursquare Church) in Pomona, Calif., as a member of the International Doctrine and Licensing Committee and as a certified Disaster Relief Chaplain (FEMA).
Jim and his wife, Lori, have been married for more than 30 years and have two adult daughters.

Senior Pastor, Metro Christian Church in Honolulu
Elwin Ahu is the senior pastor of Metro Christian Church (Honolulu Metropolitan Foursquare Church), located in the heart of Honolulu. He has served as a member of the Foursquare cabinet and currently serves as a member of the Foursquare Pacific Southwest District Council.
In 1980, Elwin received his law degree from the William S. Richardson School of Law, and in 1994 he was appointed to serve as a Judge of the Circuit Courts by the governor of Hawaii. It was during his tenure as a judge that Elwin received Jesus Christ. On January 1, 2000, Elwin stepped down from his judicial career to answer God’s call to full-time ministry.
Elwin transitioned into ministry as the executive pastor of New Hope Christian Fellowship (Oahu South Foursquare Church) in Honolulu serving the staff, volunteer leaders and ministries of the church to carry out the vision of the pastor. He also supported the leadership of discipleship and community outreach ministries. He continued his studies at Fuller Theological Seminary and became one of New Hope’s campus lead pastors before eventually planting Metro Christian Church in 2012. That same year, Pastor Elwin was diagnosed with a rare form of leukemia, but after undergoing intense hospitalization and treatment, under God’s miraculous hand, he has been completely healed of this disease. Having experienced the saving grace of Jesus Christ, Pastor Elwin has a passion to teach, inspire and equip others to develop a deeper relationship with Jesus and the power of the Holy Spirit.
Elwin and his wife, Joy, have two children, Brandon—who serves as Metro Christian Church’s assistant pastor—and Jared.
Senior Pastor, The Church On The Way, Santa Clarita, in Santa Clarita, Calif.
Doug Andersen is the senior pastor of The Church On The Way, Santa Clarita (Santa Clarita Foursquare Church), in Southern California. He also has served on The Foursquare Church cabinet, the Pacific Coast & Valleys district council, and the Foursquare Foundation board.
Doug has served for 25 years in ministry at The Foursquare Church. He received his ministerial training at Life Pacific College. Upon graduation, Doug was hired as an assistant pastor at The Church On The Way in Van Nuys, Calif., and served in that role until the Lord transitioned him to Valley Christian Center in Fresno, Calif. In the mid-1990s, Doug returned to The Church On The Way and served as an associate pastor, overseeing the ministries of the church. He was eventually promoted to executive pastor and took responsibility for oversight of the church’s new Santa Clarita campus in 2007.
By 2008, the Santa Clarita campus had grown extensively, prompting the Van Nuys campus to plant the satellite as a chartered Foursquare Church. Doug has served as senior pastor of The Church On The Way, Santa Clarita, since its inception in 2008.
Doug’s heart burns to develop leaders and to unite pastors and congregations together in ministry. He is passionate about seeing every believer open to an understanding of their God-given gifting, and realizing the potential of what God can do in and through their lives. He is blessed to serve with his wife, Christa, who is also an ordained minister. Doug and Christa have served the Lord together in every area of ministry since their marriage in 1987. They have three children: Brandt, Emma and Carl.
Senior Pastor, Hawthorne Foursquare Church in Hawthorne, Calif.
Rebecca Best serves as the lead pastor of Hawthorne Foursquare Church in Hawthorne, Calif. Rebecca has served as a pastor at Hawthorne since 1991, and is dedicated to discipling and equipping people to seek and love God. She was raised in a strong Christian home and came into The Foursquare Church as a teen. Rebecca is an alumna of Life Pacific College and Azusa Pacific University. Since 1985, she has served in various capacities within The Foursquare Church. She currently chairs the Greater Los Angeles District’s Licensing and Ethics Committee, the District Council and the District Missions Committee, and is a divisional superintendent.
Rebecca has a passion for the lost and loves to take the message global. She finds serving Jesus the greatest adventure on earth and loves to be wherever God opens the door. She faithfully trusts God to bring her through every test and trial that life presents, no matter what it looks like. The verse that is motivating her every move is found in John 10:10: “The thief comes only to steal and kill and destroy; I have come that they may life and have it to the full” (NIV).
Glenn Burris Jr.
President, The Foursquare Church
President Glenn Burris Jr. graduated from Mount Vernon Bible College in 1976. He served as youth pastor in Concord, N.C., for a year and, in 1977, became a senior pastor in Macon, Ga. He later pastored a Foursquare church in Cornelius, N.C., and has served as a divisional superintendent and a member of the Foursquare cabinet. He currently serves on the Foursquare board of directors, Foursquare Foundation board and the Life Pacific College board of trustees. He also has served as global chair and is currently co-chair of the Foursquare Global Council.
In 1992, Glenn was appointed district supervisor of the Southeast District; in 2002, he was appointed general supervisor of the U.S. national church. In 2009, Glenn began leading The Foursquare Church as interim president for a 13-month term. He was then appointed president by the convention voting body, and began serving a five-year term on Oct. 1, 2010. In May 2014, the Convention voting body ratified him, expressing their will for him to continue to serve as president for a second five-year term, ending August 31, 2020.
Glenn and his wife, Debbie, have two married children, Heidi (married to Dustin) and Joshua (married to Stephanie), and four grandchildren (Avery, Hunter, Luke and Taylor). Glenn is passionate about enfranchising and empowering the global church to finish the Great Commission.
Co-pastor, Columbia River in St. Helens, Ore.
Molly and her husband, Mike, have served as the senior pastors of Columbia River (Columbia City Foursquare Church) in St. Helens, Ore., since 1995. Molly has served as the children’s pastor, youth pastor, administrator, worship pastor and women’s ministry pastor. She also has served her local Foursquare district as a camp director and onsite coordinator, and alongside her husband as a divisional superintendent for 19 years.
Molly attended Oregon State University and Multnomah Bible College (now Multnomah University), and has been an office manager in the ranching, logging and hospital industries. She is involved in the South Columbia County Chamber of Commerce and serves on a local team comprised of women’s ministry leaders from other churches in her community. Molly also meets four times a year with the local school district superintendent and other ministers to partner together and share resources to improve, strengthen and support local schools and educators.
Molly and Mike have adopted five children and are also foster parents. They have a special call and passion to reach the lost, hurting and isolated in their community. Molly has created and directs an annual Reindeer Run half-marathon that raises thousands of dollars for the Fire Department’s Toy-n-Joy program and the Columbia County Food Bank. Molly also helped launch a new Reserve Officer Training program and Police Academy, which supplies officers to cities throughout the county.
Vice President of Operations, Chief Operating Officer, Corporate Secretary; The Foursquare Church
Adam Davidson serves as The Foursquare Church’s vice president of operations, chief operating officer (COO) and corporate secretary. The COO plays a key leadership role in aligning and orchestrating the efforts of the organization to achieve its vision and mission through effective, efficient and ethical management of the central office operations.
A member of The Foursquare Church since 1975, Adam has served in many leadership roles, including church planter, district administrator, camp director, national church administrator, executive pastor and, most recently, director of operations. Adam has served as a Foursquare minister since 1994, when he completed his bachelor’s degree in business from Ball State University. His background in sales, marketing, business development, finance, human resources and operations management gives him a unique business-minded perspective within The Foursquare Church. He also holds a master’s degree from Life Pacific College.
Adam and his wife, Rose Mary, are the parents of four children, who range in age from 5 to 18. The Davidsons are involved in local church ministry at The Church On The Way Santa Clarita (Santa Clarita Foursquare Church), located just north of Los Angeles, where Rose Mary serves as an assistant pastor.
Vice President of U.S. Operations, General Supervisor; The Foursquare Church
Tammy Dunahoo, general supervisor, has served The Foursquare Church as district supervisor of Arkansas, vice president of Women in Ministry Leadership and director of Foursquare Women International. During her pastoral ministry, she also served as a member of the Church Health team, National Church Council and Foursquare cabinet. In her current role she serves on the Foursquare board of directors, cabinet, numerous committees and the board of trustees of Life Pacific College.
Tammy’s passion is sponsoring the next generation and multiplying healthy leaders and churches throughout the U.S. until there is “a candle in every community.”
Tammy has been married to her best friend and ministry partner, Gary, for more than 35 years. The Dunahoos have enjoyed ministry assignments as lead pastors, church-planters, life and marriage coaches and conference speakers. They have two adult children and one grandson and enjoy life with their family, playing golf and watching sunsets at the beach.
Senior Pastor, East Valley Foursquare Church in Yakima, Wash.
Dave and Susie Edler have been leading East Valley Foursquare Church (Yakima Foursquare Church) in Yakima, Wash., since 1995. Dave believes in raising up leaders and has planted two other churches in Yakima: Franklin Hill (Yakima Central Foursquare Church) and West Valley (Yakima West Foursquare Church). Dave studied at Washington State University and Fuller Seminary. A former major-league baseball player for the Seattle Mariners, Dave grew up in Yakima and returned after his baseball career to live a life of ministry and service. He is a former Young Life area director and is working to see his community transformed through incarnational ministry. Dave recently concluded his commitment to the Yakima City Council, for which he previously spent four years as mayor of Yakima. Dave is a divisional superintendent and serves on the Northwest District Advisory Council.
The Edlers have three grown children as well as a handful of kids they “brought home” who are now doing great things in the world for Christ. “Down-to-earth,” “real,” “relevant” and “authentic” are words the Edlers would choose to describe their ministry at Yakima Foursquare.
Senior Pastor, Emmanuel Foursquare Church in Salina, Kan.
Loren Houltberg has served as senior pastor of Emmanuel Foursquare Church (Salina Emmanuel Foursquare Church) in Salina, Kan., since he and his wife, Erie, planted it in 1979. Loren has served as divisional superintendent since the early 1980s and previously served as a part-time district supervisor over the Kansas District, later expanded to the Kansas, Nebraska and South Dakota District (which are at this time considered part of the Gateway District). He has served on the Foursquare cabinet twice. Loren graduated from Life Pacific College in 1977 and served as youth pastor at Angelus Temple from 1977-1978.
In addition to Emmanuel, the Houltbergs have planted two other churches and helped build church buildings in 12 countries on annual missions trips.
Loren and Erie have four children and four grandchildren. Their oldest son, Andy, is an assistant pastor at Emmanuel Foursquare Church; their sons, Ben and Chris, are college professors; and their daughter, Danielle, is a student at Johnson County Community College.
Senior Pastor, Restoration Foursquare Church in Madison, Alabama
Huey Hudson is senior pastor of Restoration Foursquare Church (Huntsville Foursquare Church) in Madison, Alabama, where he has served in this capacity since September 2005. Previously he was associate pastor of Restoration Church from March 1995 until his appointment as senior pastor. Huey also serves as regional superintendent for Alabama and Western Tennessee, as an elder of the Southeast District, on the Urban Multicultural Committee, the National Church Committee and on the board of directors for Ignite Academy. He also serves as national chairperson for the Council of Black Foursquare Leaders (CBFL).
Originally from Louisiana, Huey earned a bachelor’s degree in electrical engineering from Southern University in 1981, and worked as an electrical engineer for more than 25 years. He also has accumulated many hours of learning in ministry training and advancement, and he completed The Jack W. Hayford School of Pastoral Nurture.
Huey and his wife, Ruth, have been married for nearly 30 years, and together they have seven children and nine grandchildren.

Director of Adult and Graduate Studies, Associate Professor, Life Pacific College
Remi Lawanson serves as the Director of Adult and Graduate Studies at Life Pacific College in San Dimas, Calif. Remi also serves as the missions director for Valley Community (El Monte Valley Community Foursquare Church) in El Monte, Calif. Remi has led missions teams to several nations including Cambodia, Philippines, South Africa and Mexico. He served on the 2010 Lausanne Congress on World Evangelization’s Curriculum and Program Team.
Prior to these, Remi worked in investment banking, consulting and actuarial services. He used his professional experience to set up a viable retirement plan for pastors in The Foursquare Gospel Church in Nigeria. From 1995 to 2002, he served as the director of foreign missions for The Foursquare Gospel Church in Nigeria, coordinating church-planting and pioneering missions work in several nations, including Senegal, Togo, Cameroon, The Gambia, Zimbabwe, Swaziland, Botswana, Namibia, Central African Republic, United Arab Emirates and Spain. During the same period, Remi served as the pioneer executive director for the Association of Evangelicals in Africa’s Stewardship and Accountability Commission, where he promoted, through training, a culture of biblical stewardship and transparent accountability among evangelical churches, seminaries and missions agencies in 47 nations in Africa.
Remi earned his Ph.D. from Fuller Theological Seminary in 2007. Since that time, he has taught as adjunct faculty for Fuller, Biola University, Azusa Pacific University, Life Pacific College and Whittier College. He also serves as adjunct professor for the South Africa Theological Seminary, supervising the research work of students completing their graduate degrees.
Remi is married to Ruth, and they have four children.
Jim Machen Sr.
Pastor Emeritus, Church of the Open Door in Clinton, Iowa
Jim Machen has previously served as senior pastor of the Church of the Open Door (Clinton Foursquare Church) in Clinton, Iowa, for 44 years. Jim also has served as a divisional superintendent of the Mississippi Valley Division of the Great Lakes District, as a member of the National Church Council of The Foursquare Church, as district supervisor of the Iowa District for seven years and on the Foursquare cabinet. He currently serves on the Heartland District Council and is serving a five-year term on the international board of directors. Jim and his wife, Sharon, have been married since 1964 and have two children, five grandchildren and one great-grandchild.
Senior Pastor, Church on the Hill in Hillsboro, Texas
Michael McReynolds has served as senior pastor of Church on the Hill (Hillsboro Foursquare Church) in Hillsboro, Texas, since 1999. He attended Louisiana State University and Southern University in Baton Rouge, studying jazz performance while working as a musician. After his conversion to Christ in 1980, Michael helped plant New Day Christian Fellowship in Liberty, Miss., and served as a worship pastor, interim pastor and senior pastor for different churches in the South. He entered into full-time ministry in 1988 and lived as a missionary in northern Mexico for four years in the ’90s, where he planted two churches, taught at a Bible institute and worked with an orphanage. Michael currently serves as area superintendent for the North Central Texas area of the MidSouth District as well as serving on the district council. He and his wife, Miriam, have been married more than 30 years and have two grown children, Preston and Rebekah, who serve with them in ministry.
Senior Pastor, Dayspring Christian Fellowship in Panorama City, Calif.
Frank Nuño is the senior pastor of Dayspring Christian Fellowship (Panorama City Foursquare Church), in Mission Hills, Calif., where he has served for more than 25 years. Dayspring is a contemporary church made up of various congregations that speak English and Spanish.
After finishing his theological education, Frank worked as a youth pastor at Angelus Temple Hispanic Church and as a teacher and dean of students at Angelus Bible Institute. He also has served in the Southern California District in the area of church revitalization. Frank has served The Foursquare Church as a consultant, mentoring pastors and churches in the area of natural church development and as a translator for the Foursquare magazine, Advance. Frank also has served The Foursquare Church as regional director of Hispanic Ministries in Southern California as well as director of Hispanic Ministries for the Pacific Coast and Valleys District.
Frank and his wife, Ann, have two children, Katelynn and Matthew.
Senior Pastor, Calvary in Gardiner, Maine
Teri Orewiler is the lead pastor of Calvary (Gardiner Foursquare Church) in Gardiner, Maine. She also serves as area pastor for Hub E of the Northeast Atlantic District, which includes Maine, Vermont, New Hampshire, Massachusetts and Rhode Island. Having been involved in ministry for more than 30 years with her late husband, Michael, Teri has served as a youth director for the Eastern District, ICFG cabinet member, divisional superintendent, district women’s advisor, Church Health team leader and on the president’s council for Life Pacific College.
Around town, Teri enjoys chairing the Gardiner Area Ministerial Association and undertaking special events at the local high school. Her passions are leadership development and discipleship. Teri is the mother of three grown children and seven grandchildren.
Chief Operating Officer, Foursquare Financial Solutions
Jonathan Phillips is the chief operating officer of Foursquare Financial Solutions (FFS). Jonathan also has served as vice president/secretary and director on the FFS loan-fund board and on its executive committee as well. He previously held leadership positions as The Foursquare Church’s director of corporate financial services (2010-2011), manager of corporate financial planning (2007-2009) and manager of retirement services (1999-2006).
Outside work roles include the director of operations for Cathedral of the Valley’s church, schools and college (1993-2000); project manager in fabrication for McDonnell Douglas Corp. (1990-1993); and project superintendent of A.F. Anderson Inc. (1984-1990). Jonathan also has served as a board member for the Highland Ranch Inc. (1995-2000) and New Life Ministries (1992-1995). He holds a bachelor’s degree in Business Administration from Point Loma Nazarene University (1990) and a master’s degree in Business Administration from San Diego State University (1998).
Currently a member of The Church on The Way, Jonathan was raised in The Foursquare Church tradition, as was his father, the late Dr. Coleman Phillips, who served as an ordained Foursquare minister. Dr. Phillips Sr. came to Christ through the faith of his grandmother, who attended Angelus Temple and was healed through the ministry of Aimee Semple McPherson.
Jonathan and his wife, Anita, have been married for more than 25 years, and they have one daughter, Greta.

Pastor Emeritus, Gillette Christian Center in Gillette, Wyo.
Clint Pickrel served as the senior pastor of Gillette Christian Center (Gillette Foursquare Church) in Gillette, Wyoming, for 14 years. The church was passed to Clint and his wife, Becky, from Becky’s father in 2001; in 2015 Regan Pickrel, Clint and Becky’s 25-year-old son was appointed senior pastor. Regan is the third generation of his family to pastor Gillette Christian Center.
Clint and Becky’s 30 years of ministry together have included pastoring, church planting, evangelism, itinerant ministry, short-term missions trips, and serving as a divisional superintendent. He currently chairs the Audit Committee and the Foursquare Financial Solutions Board.
Clint, along with his sister, is a fourth-generation family ranch owner. Pickrel Land & Cattle Co., is celebrating over 100 years of raising commercial cattle, and currently grazes livestock on more than 150,000 acres in Wyoming. While Clint’s sister and her husband manage the agricultural operations, Clint oversees the business and family interests of minerals (oil and gas, coal and surface minerals) as well as all legal activities, capital investments, and real estate development. In addition, Clint and Becky own Rapid Canyon Ranch, based out of Sheridan, Wyoming.
The Pickrels have been married for more than 30 years and have three sons and two daughters-in-law.
Senior Pastor, Faith Chapel in Billings, Mont.
Nate Poetzl serves as the senior pastor of Faith Chapel (Billings Foursquare Church) in Billings, Mont. Nate has been the director of Foursquare Financial Solutions since 2011 and its Loan Fund Board since 2016. He also has served The Foursquare Church as divisional superintendent of Foursquare Peaks to Prairie since 2014 and on the President’s Council since 2013. Outside of The Foursquare Church, Nate is on the board of directors for both the Refuge Foundation, which supports leaders of nonprofit organizations; and LaVie, a crisis pregnancy center in Billings.
An ordained minister since 2004, Nate also has pastored at New Life Center (Everett Foursquare Church) in Everett, Wash., and Faith Center (Eugene Foursquare Church) in Eugene, Ore. He holds a master’s degree in Biblical Studies from Multnomah Seminary in Portland, Ore., and a bachelor’s degree in Pastoral Ministry from Eugene Bible College in Eugene, Ore.
Nate and his wife, Jennie, have four children: Colette, Luke, Garison and Sam.
Senior Pastor, New Life Center in Bakersfield, Calif.
Pastor James Ranger is the lead pastor of New Life Center (Bakersfield Southwest Foursquare Church), a creative community of faith located in Bakersfield, Calif. A gifted communicator, musician and songwriter, James also loves pastoring and developing leaders. His passion is to reconnect people to Father God through the church. James and his wife, Lydia, have pastored New Life Center since 1988. By God’s grace, the church family has grown in that time from 45 attendees to an average of 2,500 each weekend.
Pastor James and Lydia have been devoted to each other and married for more than 30 years. The Rangers have two sons and daughters-in-law, and four grandchildren.
Senior Pastor, The Connection in Lake Forest, Calif.
Clayton Robinson is the senior pastor of The Connection (Lake Forest Foursquare Church) in Lake Forest, Calif. In addition to being a pastor, he has served The Foursquare Church as divisional superintendent and regional superintendent for the Southwest District, as well as on the national and district church health and church-planting teams. Clayton is currently on the Foursquare cabinet, Bylaws committee and Doctrine and Licensing committee. He holds doctorates in ministry and the New Testament and Historical Theology from Fuller Theological Seminary, and has taught at Vanguard University. Currently, he teaches at Life Pacific College. A personal ministry coach, Clayton enjoys mentoring emerging leaders and pastors. He also has a heart for church-planting, and is currently planting a missional Foursquare church in Lake Forest, Calif. Over the years he has sent out more than 25 church plants and congregations, many of which were non-English speaking or multicultural. Clayton and his wife, Kim, have three children and two grandchildren.
Assisting Minister, SouthLake Church in West Linn, Ore.
Alyson Salz has held multiple roles as a church volunteer and minister in the North Pacific District, leading youth and adults, participating in missions, delivering strategic planning, teaching and speaking at events. She has served on the advisory council for Camp Crestview, the President’s Regional Council for Life Pacific College, the church council of SouthLake (Lake Oswego Foursquare Church) in West Linn, Ore. and the MBA Advisory Board for George Fox University. Aly and her husband, Rick, have been married since 1990 and have three children: one in graduate school, one in college and one in high school. The Salzes enjoy hosting small groups in their home through their church, SouthLake.
Aly is a graduate of Life Pacific College with a B.A. in Bible and an emphasis in Pastoral Ministry. She also earned an M.B.A. from George Fox University. While in college, Aly and Rick started a business together, now called Righteous Clothing Agency, Inc., which specializes in corporate identity gear. Aly’s passion is relational health, so for several years she has served on the board of Every Marriage Matters (EMM)—a nonprofit that advocates for healthy marriages—as both president and vice president. Through the use of a Community Marriage Policy, Clackamas County, Ore., has seen the divorce rate drop by more than 25% in the last decade. The policy is an agreement of local pastors to only marry couples who have been through premarital preparation. EMM is now strategically poised to enlarge its area of influence and to work with couples in the Portland Metro. The organization and policy have been featured on ABC World News.

Jim C. Scott*
FMI Associate Director and FMI Area Missionary to North America
FMI Director James C. Scott Jr., and his wife, Melinda, are well known throughout The Foursquare Church for their involvement with and love for missions. The Scotts have effectively led congregations in the U.S. as senior pastors and associate pastors in the Southwest District. They have influenced thousands of leaders as supervisors in the Northeast, New England, and Southern California districts.
In addition, Jim has served as chief operations officer (COO) of The Foursquare Church; assistant general supervisor of the Foursquare National Church and as vice president of regional operations; as advisor to Foursquare Church Multiplication; and as regional supervisor of the Southern California/Southwest region. He was a member of the Foursquare board of directors and has served on numerous Foursquare committees.
Jim is a 1975 graduate of California State University at Fresno (B.S. in criminology, minor sociology), a 1981 graduate of Fuller Theological Seminary in Pasadena, Calif. (M.A. in theology), and a 2008 graduate of Bakke Graduate University in Seattle, Wash. (D.Min. in church multiplication and leadership development).
Jim’s doctoral dissertation is titled Aimee Semple McPherson and Spanish-Speaking Ministry in Los Angeles: Lessons for the 21st-Century Foursquare Church. The Foursquare Church, through Foursquare Media, has published an adaptation of the dissertation as a book in Spanish titled Aimee—La Gente Hispana Estaba en Su Corazón.

Pastor Emeritus, Church of Living Water in Olympia, Wash.
Burt Smith and his wife, Jan, have been in the ministry for more than 30 years. They have served as senior pastors of Church of Living Water (Olympia Foursquare Church) in Olympia, Wash., since June of 1991.
The Smiths also pioneered and pastored Little Country Church in Redding, Calif., which grew from seven families to 5,900 members over 13 years. The church also built a Christian day school and high school. Burt served as a Divisional Superintendent, later as the Supervisor of the Evergreen District of Foursquare Churches, and presently he is a member of the Foursquare cabinet and board of directors.
Burt is a true father in the faith. He is esteemed for his availability to pastors and emerging leaders by encouraging and challenging them to achieve the high destiny that God has for each one. Burt’s practical understanding of the Word together with his sincerity and authenticity make him a favored speaker at retreats and conferences.
Burt and Jan have been married for more than 40 years; they have three married daughters and six grandchildren.
Vice President, Chief Financial Officer, Treasurer; The Foursquare Church
Chief Financial Officer Ron Thigpenn has significant experience in the area of finance. He was a CPA for seven years with PricewaterhouseCoopers, spent 10 years as CFO/COO for two financial institutions in the Los Angeles Area, and served nearly five years in the Corporate Finance Department of WellPoint Health Networks. Ron served as the Foursquare Loan Fund Manager for seven years prior to his appointment as CFO in January 2010. Ron graduated from California State University, Northridge, in 1980 with a Bachelor of Science degree in Business Administration (Accounting) and a Master of Divinity degree from The King’s College and Seminary in 2004.
Ron is an ordained Foursquare pastor, having served for four years as a senior pastor and for five years as an associate pastor in two local Foursquare churches prior to his current appointment. He is now an associate pastor serving with his wife, Judy, who is the lead pastor at a local Foursquare church. Ron currently serves on the Foursquare board of directors as a member of the Executive Committee, Finance Committee (chairman) and Investment Committee.
Vice President of Global Operations; Director of Foursquare Missions International (FMI)
Ted Vail serves as the director of Foursquare Missions International (FMI). Ted was the FMI area missionary for North America for 15 years. He has also has served as the director of Urban and Multicultural Ministries and as the director for the global arm of Foursquare Disaster Relief. He has been involved in world missions since 1988, when he spent a season in Japan, followed by a number of years in Central Mexico. Ted has served as a senior pastor and regional leader of Hispanic churches in Colorado. He holds a Master of Arts in Global Leadership and a Doctorate of Intercultural Studies from Fuller Theological Seminary.
Raised in Seattle, Ted came to know Christ as a teenager. He and his wife, fellow missionary Dawn, have three children and are based in Longmont, Colo.
Interim Chief Executive Officer, The Foursquare Foundation
Joseph Wainer hails from Jacksonville, Fla., and moved to Los Angeles to attend The King’s University. Prior to serving at the Foursquare Foundation, he worked in the hospitality/hotel industry for more than six years, as well as three years in education administration at The King’s University. Joseph’s first missions experience was in Calcutta, India, where he led a team, serving at Mother Teresa homes in the city. He also led the college ministry at The Church On The Way (Van Nuys, Calif.) under Pastor Scott Bauer, and is currently an ordained Foursquare minister. At present, he is an M.B.A. candidate at George Fox University.
Joseph has faithfully served the Foursquare Foundation as grant coordinator and grant manager, and currently he serves as interim chief executive officer (since 2013). Joseph firmly believes that financial resources and mission are hand-in-glove tools to see God’s kingdom come. He and his wife, Elizabeth, currently live in Portland, Ore., with their two children.
